Diolch yn fawr, Madam Deputy Speaker. It is a real pleasure to speak in my second St David’s day debate in this Chamber. I begin by thanking my hon. Friend the Member for Newport West and Islwyn (Ruth Jones) , Chair of the Select Committee, and the hon. Member for Ceredigion Preseli (Ben Lake) for… securing this debate today. The story of St David began about 1,500 years ago, when, in the wake of the Roman empire’s departure from Britain, a unique Welsh identity began to take shape—one identity around community, language, culture and a resilience that lives on today. There is no better place to see that identity in action than Wrexham this weekend. At 12.40 on Sunday, the bells will ring out from St Giles church, marking an end to the traditional St David’s day church service and the beginning of our now regular St David’s day parade. The parade will be led by the Cambria band. It brings an array of colour and music to our streets, with community groups, schools and other organisations all playing their part. All weekend, there will be special events, including St David’s day markets in Queen’s Square and the surrounding area, where our fantastic local businesses and independent traders offer delightful products, food and drink, including what I am sure are the best Welsh cakes across the whole of Wales.

I welcome the clear ambition for our railways, and therefore for our nation, that the Railways Bill brings. Rail runs in my family’s blood: my late grandad worked on the railways, first for London and North Western Railway and then for British Rail in Crewe, one of the homes of rail and where I spent… the early part of my childhood. My constituency sits on the border between north Wales and England. Our train services are vital for many people across Wrexham, but for too long they have simply had to accept that cancellations, delays and poor value for their money are just part of the deal. It is right that this Labour Government are following the Welsh Labour Government and taking our train services back into public ownership. We must be honest that privatisation has failed its users. They should not have to put up any longer with a service that is too often substandard and with ever-increasing prices. Regardless of who oversees our railways, it is important that that the passenger experience remains the No. 1 priority. Therefore it is right that this Bill brings forward a simplified and unified ticket system, as we have already heard, alongside the freezing of rail fares for the first time in 30 years, as recently announced. Likewise, the creation of a new passenger watchdog will ensure that Great British Railways will be held accountable in a way that private services never truly have been. A truly independent body and organisation that will ensure that standards are met, the passenger watchdog will be able to demand data and investigate and resolve disputes. The changes to the decision-making process around track usage and infrastructure will move us away from a system that prioritises profits over passenger experience, with track access based on demand and social value, not just revenue and profits. Timetables will be designed in one place, so different operators will stop working at cross purposes. Investment and engineering work will be co-ordinated to minimise

Although much of public service delivery is devolved, all four nations face a shared challenge of reforming these services in a tight fiscal environment. What can the nations learn from one another about reforming these services, and does the Minister agree that it is important that they do learn from one another?

It is a real pleasure to speak in my first St David’s Day debate in this place, along with so many other new Members. The time around St David’s Day is always special, as so many have said. It is a moment of national and local pride for Welsh communities, a time when we celebrate… everything that makes us proud of Wales. I look forward to joining in our annual St David’s Day parade in Wrexham this Saturday, led by the Cambria band, on what will be a busy day in the city, with our monthly award-winning street market and a home game against Bolton Wanderers also happening. St David, or Dewi Sant, was known to have been a radical of his time, doing away with and challenging the perceived norms. We see that radical spirit woven into the fabric of Welsh politics—the radical spirit that saw Nye Bevan lead the charge for the national health service, the fightback against the devastation of Thatcher and the Conservatives’ decisions to close the mines in the 1980s, and the enduring quest for devolution, which was finally achieved just over 25 years ago, under the last UK Labour Government. The devolution we celebrate has allowed Wales to do things differently; we have free prescriptions; we are keeping, not cutting, maintenance grants for students; we have a publicly owned train company; and we have the Well-being of Future Generations (Wales) Act 2015—the first in the UK. All that and much more was achieved because of devolution, not in spite of it, as some may believe. Wales is a strong devolved nation in a strong Union; devolution is an evolving journey, not a destination. I look forward to seeing how that journey develops, now that we have two Governments working together. St David’s Day is about celebrating the proud history that we all share, so it is a shame that no Reform Members are in the Chamber to brush up on their history for their next day trip across the border. It is a pleasure to take part in this debate on something that is fundamental to fixing the foundations of our country. It is worth repeating that public trust in our political system is in crisis. Fewer than one in three Britons believes that the UK is a well-functioning democracy. As has been said, we… should be clear that this has not happened overnight. It is a consequence and reflection of a political system that is outdated, broken and in desperate need of reform, which has led to a steady decline in general election voter turnout. The election in 2024 was the second time in history—and the second time since 2000—that turnout fell below 60%, and it has not been above 75% since 1992. Even the Brexit referendum got only a 72% turnout. That is not a great endorsement of the system we have. Even more concerningly, astoundingly, in a recent survey, 25% of people aged 16 to 25 stated a preference for a dictatorship in place of our current representative democracy, because they believe that the current system does not deliver and that their voices are not heard.

I am delighted to have the opportunity to stand before the House to bring forward a Bill that makes an amendment to the Licensing Act 2003 that will support our vibrant hospitality sector and help our communities come together to celebrate momentous… moments in our national life. I am sure I can add a few more puns to our deliberations today. The Bill will do that by changing the procedure for licensing hours extensions in England and Wales, so that the measures are subject to the negative procedure rather than the affirmative procedure, as is currently the case. Before proceeding in more detail, I want to pay tribute to my hon. Friend the Member for South Shields (Mrs Lewell-Buck) who brought forward a similar Bill in the previous Parliament. It enjoyed wide support across the House, only for it to fall when Parliament was dissolved for the general election. I am pleased to be carrying forward the work that she started. I would also like to thank everyone who supported the Bill, particularly those who have come to the House today and all those who attended my drop-in last week, in collaboration with the British Beer and Pub Association and UKHospitality. It is important to start talking about our pubs and hospitality industry, something I can claim to know a thing or two about having had a 30-year career in it before coming to this place. Pubs and other venues are so much more than just businesses. They are often a focal point of our communities, from one generation to the next, and where we gather for life’s big and small moments. They are also fundamental to community cohesion. Two thirds of adults believe that our local pubs are vital to combatting loneliness and social isolation, according to a survey by YouGov in 2024. Diolch yn fawr, Madam Deputy Speaker. I am grateful for the opportunity to make my maiden speech during this important debate. It is a pleasure to follow the hon. Member for Mid Buckinghamshire (Greg Smith) , and also to follow the great maiden speeches from my hon. Friends the Members for Huddersfield (Harpreet Uppal) and… for North Somerset (Sadik Al-Hassan). I stand here humbled and privileged to be the Member for Wrexham, and to serve every single one of my constituents to the best of my ability—they deserve nothing less. The first Labour Budget for nearly 15 years is a major part of how this Government will put the interests of the people of Wrexham, Wales and the UK first. It is fixing the foundations of the economy and the public services that we all rely on; increasing pay for thousands of workers in Wrexham; making long-awaited improvements to workers’ rights; providing more support for carers and struggling families; addressing historical injustices such as the mineworkers’ pension scheme and the infected blood scandal; and ensuring the safety of coal tips in Wales. During the election, I promised my constituents that I would fight for fairer funding for Wales. This Budget will deliver the largest settlement for Wales since the start of devolution, all alongside a programme of investment in our infrastructure and our workforce and to support businesses. As someone who has both run my own business and helped others to start up and run theirs, I know that most of all they want stability and the ability to plan ahead. As much as anyone else they rely on good infrastructure and public services alongside a skilled and productive workforce. This Budget is the start of ensuring that we deliver that. Indeed, on the same day as the Budget was announced, new investments were made in my local football club, which Members may have heard of, and in Wrexham Lager—dare I say the world’s best lager, and the UK’s oldest lager brewery.
