I would like to add my personal thanks to the hon. Member for Edinburgh West (Christine Jardine) not just for securing today’s debate but for being such a powerful champion of this cause. I came to it myself through leading a petitions debate. The hon. Member took part in it, which I really appreciated at… the time. I introduced that debate as a member of the Petitions Committee, but it opened up my own experience. As Members may know, part of preparing to open a petitions debate is meeting the petitioners. For this debate, in December 2024, the petitioners were Mark Lemon, who is leading a petition to collect data, which has been touched on, and John Adams, who is leading a petition to make bereavement part of the national curriculum. I spoke to them and they both had their own stories, just like the hon. Member for Edinburgh West and my hon. Friend the Member for Glasgow North East (Maureen Burke) , who touched on some of the experiences she has heard about too. It reminded me that this can touch us in many other ways. In my case, my dad got throat cancer when I was in my teens. He passed away when I was 20 years old. I was mostly away at university at the time, but I had a younger brother who was 15 when my father passed, and I did not really appreciate at the time just how hard it was on him. My mum was overcome with it all and he did not have the life that I subsequently was lucky enough to have. He had it hard: he was out of school and had some tough years, and he is no longer with us. Looking back, it would have made a real difference if the support that some people have, some of which has improved over the years, had been there. There has been progress, and around the country there are many fantastic organisations. We have heard about Winston’s Wish, which took part in and supported the petition debate that I led. We have heard powerful speeches today. Those of us in the Chamber are united in support of our friends in Ukraine. Members have spoken about their own experiences of support, and about the support given by Members who are not present. But we must remember this: Members of the Ukrainian Parliament—the Rada—are doing far more… than we could ever do. They are fighting the war; they are on Putin’s hit lists. We here must show that resolve, because what we say in this Chamber is not heard and watched only on the TVs of our constituents; it is watched by our allies and our adversaries, so what we say here does matter. We also know that our ally, Ukraine, depends not just on words: the Ukrainians need the tools to carry on the job, and they must know that they have no truer friend than this country and that we will be with them until the very end.

It is an honour to mark Armistice Day by speaking in this debate about our armed forces—those who serve today and those who served before them. Their courage and service is woven into the tapestry of every village, town and city in this country. In my constituency, that tapestry has been preserved thanks to the… vital work of local historian Paul Johnson, who created the Herts at War project. Thousands from Stevenage and surrounding villages fought abroad in both world wars, each one with a unique character, life, home, family and with a story to be told. Take Herbert Charles Cooper from the village of Aston, who at just 18 years old enlisted in 1914 and joined the 9th East Surrey Regiment. He was the son of a local chimney sweep. On the western front, Herbert was tragically shot by a sniper while replacing sandbags on a parapet. He gave his life valiantly in service to his country and now lies in Spoilbank cemetery in Belgium. Take Edward John Croft, born in 1886 on Stevenage High Street. He joined the Royal Navy as a boy seaman in 1904. His career was extraordinary: he served in the suppression of the Armenian massacres, supported the Messina earthquake rescues, and even acted as personal signalman to the Prince and Princess of Wales aboard HMS Renown. During the great war, he fought at Jutland aboard HMS Caroline, where he suffered shell shock. Later, while serving ashore, an air raid caused a relapse that ultimately led to his death in 1919. He is buried in the Royal Navy cemetery at Southsea. Their stories are powerful, moving and inspiring, but also devastating. The stories do not end there. That brings me to the reality of modern service. Our armed forces are not only defending us abroad but protecting us at home—from cyber-threats, terrorism, even natural disasters. Their remit is expanding, and so must our support. I was honoured to meet service personnel from the Royal Air Force last year while taking part in the armed forces parliamentary scheme. That gave

This motion is a masterclass in political gaslighting. It claims to support high streets, but proposes slashing public investment, scrapping workers’ rights and deregulating the very protections that keep our communities safe. It is not really a motion; it is a demolition notice for our high streets and our town centres. Neglect, not regulation, is… the real threat to our high streets. Under the previous Tory Government, shoplifting rose by 71%, street theft increased by 59%, and violence against shop workers hit 2,000 incidents per day. This is the legacy of the Conservative party—a record of abandonment and inaction. The Conservatives let crime spiral and neighbourhood policing collapse. This Labour Government are reversing that damage. Through the safer streets summer initiative, more than 500 towns, including my town of Stevenage, are seeing a surge in visible policing, targeted enforcement against shoplifting and antisocial behaviour, and bespoke local action plans to tackle violence against shop workers. This is not a short-term stunt; it is the first wave of Labour’s neighbourhood policing guarantee, backed by a £200 million investment this year alone. This Government will deliver 13,000 new officers and police community support officers by the end of this Parliament and £5 million for our pride in place programme, giving communities the power to reclaim boarded-up shops, save derelict pubs and block unwanted gambling and vape outlets. This means boots on the ground—not empty promises—restoring safety and confidence to our high streets. This motion offers slogans about energy bills, but it is Labour that offers systemic reform. We are reforming the energy market to make it fairer and more transparent for businesses and accelerating clean, home-grown energy to reduce long-term costs and dependence on volatile fossil fuel markets. Friend the Member for Ashton-under-Lyne (Angela Rayner) for piloting this momentous legislation through the House. If I may, I add my own thanks… to the noble Baroness Taylor of Stevenage, who has been a doughty champion in the other place and, of course, in my constituency of Stevenage. Some 7,000 households rent privately in Stevenage. They fear their tenancies coming to an end for no good reason. I was knocking on doors in the ward of Roebuck last weekend. A young mother opened her door, and I noticed that the window next to the front door was broken and patched up with a wooden board. I asked whether it was a council property, and she said, “No, I rent privately. He’s a good landlord.” I said, “Okay, so will he fix that window?” She replied, “Oh, no. He has given me this bit of wood. I am a bit worried that if I ask, he will throw me out.” That is what a “good” landlord is assumed to be. It must come to an end. Renters like that young mother have been waiting 40 years for change. Today, should the House agree, the Bill will go for Royal Assent, and that fear will come to an end, so I support the motion. I thank the Home Secretary for her powerful statement and send my condolences to those grieving for their loved ones following the horrific terrorist attack, which realised the fears of those in our Jewish community across the country. A Stevenage constituent wrote to me straight after the attack to say how scared she was for… her husband, who had gone to do security at Yom Kippur that evening. She also told me that classmates of her son’s had wished he had died in the Holocaust, and that other classmates had talked about antisemitic comments during lessons on the second world war. She also told me about not disclosing the fact that a party for her daughter was for her bat mitzvah because she was scared of the response. These are the fears that our Jewish community are facing. While I welcome all that the Government are doing in their deeds, in law and with resources, the harder thing is how we call out these so-called small acts of antisemitism. They start that way, but where do they end? How can we encourage everyone—all of us—to call them out?

Like the hon. Member for Huntingdon (Ben Obese-Jecty) , I was part of the excellent armed forces parliamentary scheme visit to Operation Chessman in Poland earlier this year. I also saw the scrambling of our RAF Typhoon jet and it going up in the sky to check out suspicious Russian air activity. That was a… surprise to me, but from speaking to our RAF personnel, I found that it was quite common at the time. From speaking later on to our Polish counterparts, I know that that is what they are facing in Poland; the public there are well aware of the Russian threat. Here in this country, I am not so sure that the British public get quite how serious the threat is. In Poland, they are on the physical frontline, and people in Ukraine are paying the horrible price of Putin’s aggression. On Second Reading, I voted in favour of the Bill, partly because I believed in the principle of it—I believe the right to choice, and in the right not to choose—and partly because I believed that we needed to have a way of checking somebody’s clear intention. At the moment, horrible deaths are happening and… there are no such checks in place, so I was keen to see how this House could come up with a system that, although it would not be perfect, would be better than the terrible status quo we have now. At that stage, we had two checks by medical practitioners, and then a third layer: the involvement of a High Court judge. Although I was pleased with a third layer, I was not convinced that it was the right way to deal with the matter. I am therefore pleased that that the Bill Committee proposed a panel of experts to make those checks, and the right hon. and learned Member for Kenilworth and Southam (Sir Jeremy Wright) has rightly addressed some of those points. For me, having that panel in place is very important, and it is our job to see how we can strengthen it, so I want to speak to amendments 78 and 79. Amendment 78 would improve this provision by ensuring that there is a unanimous decision in favour of a certificate of eligibility—abstentions would not apply. That is better than what was previously drafted and is certainly better than a High Court judge. Amendment 79 would require those reasons to be set out in writing. There will be scrutiny of those decisions and we do need to have the reasons properly set out. I appreciate that all hon. Members in the Chamber, and all those who have taken part in this process, have approached it with the best of intentions. It is not easy—it is difficult—and we have constituents giving us examples from both sides. We are doing the best we can to alleviate people’s suffering—that, I hope, is our common intention across the House.

I am glad to have this opportunity to address a problem that comes up in almost every street when I am out door-knocking in Stevenage and our villages: ever more potholes and the general disrepair of our roads. When I made a point to someone recently about the importance of tackling potholes, they dismissed it… as a trivial matter. I happen to think that it is very serious. It is very serious when I am told by a parent of a low-income family, just about getting by, that the pothole she had reported to her Conservative county councillor time and again had not been fixed and ended up causing hundreds of pounds of damage to her vehicle. It is simply not an option for her to pay for it, so the family has to take significant time out of their week to make a claim. Then there was the young teacher on her bike who hit a pothole, tumbled over and sustained serious injuries, which caused her to miss several weeks of school. The worst thing is that this should all be preventable. Statistics from the online retailer Blackcircles.com show that Hertfordshire had the highest average payout for pothole-related claims in the UK, with an average of £367 per claim in 2023. That amount is significantly higher than the national average of £261 per claim. I can tell you why that is. Our Conservative-run county council in Hertfordshire has totally failed on road repairs, leaving our roads in Stevenage and the villages of Knebworth, Codicote, Datchworth and Aston in a state of total disrepair. The first reason it has failed is bottom-up. Conservative councillors generally are not proactive in our community, so council officers and the highways team are not getting the quality of reporting on where the issues are and what the priorities should be from the ground up. The second issue is top-down. Fourteen years of funding cuts from successive Conservative Governments to local councils in an era of austerity was cheer-led by Conservative county councillors in Hertfordshire, while their budget

I want to start by saying that we cannot and should not ever underestimate the power and strength of the message that having our Budget delivered by the first female Chancellor in history sends to young women and girls across the country. There should be no limit to their ambition. In Stevenage and across the… country, 14 years of Conservative rule have left a crippling cost of living crisis, record NHS waiting lists, rapidly reducing school funding and worsening public transport. I could go on, but I represent a town of aspiration. The people of my town have had their ambitions and hopes dampened by decline and held back by a broken Britain. However, this Budget sends a clear signal that Labour has started the work of getting politics to work for working people again. One of the Labour manifesto’s most fundamental promises was to fix the foundations of our broken public services. I recently attended a local older persons day hosted by Stevenage borough council, where we talked about pensioners’ priorities. The Budget maintains the triple lock, which will be worth an extra £470 for pensioners next year, on top of the more than £900 they are receiving this year from the same commitment. I spend a lot of time speaking to carers in my area who are looking after loved ones in testing circumstances. This Budget delivers the largest increase in the carer’s allowance since its introduction, starting the work of recognising the huge sacrifice they make. However, I know that this work will be complete only when we fundamentally reform our broken social care system, and I very much look forward to that.

I welcome the fact that an agreement has been reached over the Chagos islands that helps to right a historic wrong and guarantees the security that we need. Among the confected outrage from the Opposition Benches we have heard the expected scaremongering over the future of other territories, including Gibraltar. Friend the Member for Cardiff South and Penarth (Stephen Doughty) have in recent months reaffirmed the double lock on Gibraltar’s sovereignty, meaning not only that Gibraltarian sovereignty will never be altered without its people’s consent but that the UK Government will never enter into a process of negotiation with which the Gibraltarian people are not content. Thank you, Madam Deputy Speaker, and congratulations on your own election. I also congratulate the hon. Member for Taunton and Wellington (Mr Amos) on his excellent speech. Today is my first opportunity to speak on behalf of the people who have sent me to this House, the residents of the tremendous town of Stevenage and… the vibrant villages of Knebworth, Codicote, Datchworth and Aston. It is such a special honour and responsibility to represent the place that I am proud to call home. Stevenage itself is a trailblazer town, the UK’s very first new town, created by the transformative Labour Government of 1945 to deal with the last great housing emergency after the second world war. It was built around the old town of Stevenage, which made its name many centuries ago as the first staging post on the Great North road from London to Edinburgh. It is also a town ringed by beautiful villages, including Knebworth, the site of many great, world-famous music festivals over recent years. I would like to record my thanks to my immediate predecessor, Stephen McPartland. I am not sure how much I have in common with him, apart from our shared birthday and our height—or lack of—but what I do know is that, when he cared deeply about a matter, he was a tenacious advocate for it, including notably in being a champion of those affected by the cladding crisis following the awful Grenfell fire. I am also mindful that Stevenage has been represented by two amazing women Labour MPs. The first was the redoubtable Shirley Williams, who represented Stevenage up until 1979. In her own maiden speech of 1964, she described Stevenage as a microcosm of modern Britain. That was at a time when the new town of Stevenage was being built, providing the new homes and jobs that attracted people of all backgrounds to start new lives and families there. Our town was, is and always will be a town of aspiration. Stevenage makes a leading contribution to health and security around the world, whether it is our
