Mobile phones have no place in our schools. We have published strengthened guidance that is clear that all schools should be mobile phone-free environments by default for the entire school day. Ofsted will be checking this at every inspection.

This has been a fantastic debate, packed with pride and heartwarming stories. In the words of the motto of the LGBT Foundation, which I visited earlier this week in Manchester and promised I would get on the record, it has been a debate full of “queer hope and joy”. My hon. Friend the Member for Jarrow and Gateshead East talked about Out North East and the new ONE Centre in her constituency, which I am looking forward to visiting, just as I am looking forward to visiting the “Osborne room”. My hon. Friends the Members for Stratford and Bow (Uma Kumaran), for Glasgow North (Martin Rhodes) and for Cities of London and Westminster (Rachel Blake) told wonderful stories about LGBT history and the wonderful LGBT spaces in their constituencies. I say to my hon. Friend the Member for Cities of London and Westminster that I was asked the other day to reflect on my favourite queer space, and I sadly realised that as a firmly middle-aged lesbian with two children, my favourite queer space is now my living room. My hon. Friend the Member for North Warwickshire and Bedworth (Rachel Taylor) told some wonderful stories and remembered the King opening the armed forces memorial, which was a really powerful moment. My hon. Friend the Member for Exeter (Steve Race) gave us a powerful reminder of the difference that progress has made to his life and to the lives of his constituents.

Over recess, I had the pleasure of visiting more than 20 fantastic small businesses in my constituency during my small business summer roadshow. My aim was to promote these businesses and hear what I can do to help them thrive. I visited a large number of hospitality businesses, including Nino’s in Pangbourne, the Avenue Deli… in Calcot, Bradley’s Café and the Street Food Shack in Theale, Mortimer Café, Dee Caf on the Dee estate, Blackbird Café in Chapel Row, The Pantry in Yattendon, the Swan pub in East Ilsley and the Mad Duck in Purley. These wonderful businesses do not just serve amazing food and drink; they are at the heart of our community, providing places for people to be together—places where members of our community can look out for each other. I thank every single one of them for everything that they do. From all the conversations I have had, I know how hard it can be to run a business. Owners face many costs, and can struggle to afford advertising or access finance, and there are high business rates and endless red tape. I am glad that the Government’s recently published small business strategy starts to address this. We are transforming business rates, introducing permanently lower multipliers for hospitality, cutting red tape and admin costs, expanding access to start-up loans and other finance, simplifying licensing, and establishing hospitality and night-time economy zones. For the many pubs and independent breweries in my constituency, we have also cut duty on draught products and are consulting on improving access for guest beers. I thank the Conservative party for providing the opportunity for this debate, but I gently say to hon. Members that they have conveniently ignored the contribution that their 14 years in government made to the challenges they outline. Yes, this Government have had to make some tough choices in order to fix our public services, but it is the Conservative party that left our public services on their knees. It left a huge hole

First, I welcome the Government’s enhancements to the environmental delivery plan. They provide greater clarity, legal safeguards and appropriate flexibility to ensure that the plan restores and enhances… our precious natural habitats. The current piecemeal approach to offsetting environmental harm is not working. The Government’s sensible approach maintains existing protections for nature, and adds to them with the ability to fund high-impact strategic nature recovery projects. I am very lucky that there are several significant nature recovery projects in my constituency, such as Sulham woods and meadows, which I had the pleasure of visiting last week. This project is maximising biodiversity on 130 hectares of marginal arable land, and is planting 24,000 trees, 4 km of new hedgerow and a new walnut orchard. We need more big projects like this. I would like to highlight the opportunity the Bill presents for our country’s chalk streams. I am proud to represent a constituency that boasts many wonderful waterways, including the entire length of the River Pang—a beautiful, winding chalk stream that is a point of local pride. It is said to be the inspiration for the “Wind in the Willows”, and it is loved by families, dog walkers and anglers alike. But the precious Pang is in crisis. In just a few short years, the water quality has plummeted to poor. Citizen scientists and anglers testing the river, such as Professor Mike Wilson and Pete Devery, consistently report samples with completely unacceptable levels of phosphate and E. coli. The phosphate pollution from Thames Water sewage works is so bad that luminous green from the resultant algae can be seen in satellite images. It is a huge privilege to speak in this afternoon’s debate. There have been so many wonderful contributions, and I thank all colleagues for them. The question that I think I have been asked the most since I became an MP is, “Why did you want to get into politics? Why did you decide to… become an MP?” I am often asked that by groups of A-level students or by kids in schools, and the honest answer is, “Because I know that politics changes lives, because it has changed my life.” I grew up under section 28, feeling like who I was, was something to be ashamed of. When I was 16, people in this place scrapped section 28 so that my school could no longer deny my existence. When I was 17, they passed a law to allow civil partnerships and give me belief that I could have a relationship that was viewed as equal. When I was at university, they passed the Equality Act 2010, which outlawed discrimination against me, and then when I was 26, I embraced my now wife in Parliament Square as equal marriage became law. It is because of all those things that today, my wife and I have two wonderful children and the love and respect of our families, and I am able to stand here today as a proud lesbian MP. It is a pleasure to speak in this debate for LGBT+ History Month. The debate is an important chance for us to reflect on our history and the brave pioneers who have come before us, and it has been wonderful to hear many of their stories today. However, I want to use my speech to celebrate not those who have achieved prominence, but everyday people who have persisted—who, in living their lives and having the courage to be themselves, are the reason we have made the progress we have. The real challenge for every LGBT+ person is not a battle with their career or their personal ambitions; the real battle each and every one of us faces is a battle with shame. We have a long and proud history of migrants from around the world coming to work and contribute to our… community, and we have a proud history of welcoming refugees fleeing persecution and abuse. That compassion is part of who we are as a country, but our compassion must always come alongside control and a system that is fair. That is why my constituents are right to be angry about illegal crossings. When the last Government lost control of our borders, it risked lives and undermined our national security, and meant that people could cheat the system. It also meant that millions of pounds were being spent unnecessarily while our public services were on their knees. Enough is enough. This Government are determined to secure our borders. Whereas the Conservative party chose the path of sounding tough but failing to deliver, since the election this Government have rolled up their sleeves. Whereas the Conservative party picked fights with France, we have made landmark deals with international partners. Whereas the Conservative party spent nearly £9 million a day on hotels for asylum seekers, we have restarted processing to save the taxpayer £4 billion a year over the next two years, and to end the use of hotels.[Official Report, 11 February 2025 ; Vol. 762, c. 4WC.] (Correction) Whereas the Conservative party spent years pursuing the fiction of the Rwanda scheme to send a sum total of four volunteers, on our watch 32 charter flights have returned migrants across the world, enforced returns are up by 24% on the year before the election, and our streets have been made safer through the removal of 2,500 foreign criminals. I thank the right hon. Member for Rayleigh and Wickford (Mr Francois) for a wonderful tribute to Sir David Amess, and for his kind words to those of us sitting nervously on these Benches today. I am proud to be the first Member of Parliament for the new constituency of Reading West and Mid Berkshire.… The most populous part of my constituency is the village of Tilehurst, where I live with my family. Tilehurst has always been a place of skilled labour. Our name reflects our history in the manufacture of tiles, but today we are proud to be a place of brewers, beauticians and builders. In this place, I will always stand up for small businesses and the self-employed. My constituency also has a proud history of defending our great country. There are many military families, and we are also home to the Atomic Weapons Establishment at Aldermaston and Burghfield. I am really proud of the work that my constituents do there, and I will always support our nuclear deterrent. We are an unusual constituency in that we are made up exclusively of villages and hamlets, discounting our official overlap with Reading. There are more than 70 settlements, most nestled in the north Wessex downs national landscape. The rivers, fields and architecture around Pangbourne and Basildon are said to be the inspiration for E. H. Shepard’s beautiful illustrations of “The Wind in the Willows”. My constituency is truly the quintessential English countryside. Perhaps the most picturesque leaflet rounds of any constituency are had strolling through Streatley, Yattendon, Compton, East and West Ilsley, Mortimer and Frilsham, although eyebrows were raised when I asked one of my activists to take a trip to the hamlet called World’s End. Thankfully, they were met with beauty rather than eternal doom. I thank the many activists who worked so hard to see me elected to this place, and I thank everyone who placed their trust in me at the ballot box; many voted Labour for the first time.
